The Center for Social Advocacy is a 501(c)(3) incorporated nonprofit organization founded in 1969 and we are one of San Diego’s oldest civil and human rights organizations.  We have stood as advocates for fair housing and mediated tenant/landlord issues, and still do so today.  Other issues the Center for Social Advocacy addresses include: hate crime preventioncivil rights of first generation immigrantshuman traffickingyouth education, and voter education.

Center for Social Advocacy is becoming a national leader in human and civil rights advocacy through direct client services, field outreach, public education, regional, state and national policywork, and collaboration with organizations with similar missions.

Accomplishments

Center for Social Advocacy – formerly Heartland Human Relations and Fair Housing Association* - has served San Diego County for 38 years. We have accomplished a great deal during that time. Below is a sampling of what we have contributed to the community:

Between 1969 and 2007 our organization has assisted over 25,000 poor, African-American, Hispanic, Gay/Lesbian, single mothers with children, people with disabilities, and immigrant families assisted with problems associated with discrimination and with difficulties with their landlords.

We have participated in and help lead the great mass movement for civil rights in the U.S. and as a result have increased awareness in the community about racism, prejudice, and discrimination so that these are now common-place concepts and concerns.

We have assisted families, sometimes one at a time, so that they did not remain an isolated victim of a hate crime.

We participated in the organization of mass demonstrations by immigrants and their supporters in 2006 that derailed racist and punitive anti-immigrant legislation.

We have held many fair housing workshops throughout the county since 1969.

We have assisted African-American, Hispanic, Asian-American, and other families deal effectively with racist harassment.

We withstood a racist attacks by the KKK during our annual dinner celebration in Lemon Grove.

Participated in the investigation and prosecution of hate crimes that led to the incarceration of perpetrator Alex Curtis.

Between 2003 and 2007 we trained over 10,000 police officers, social service providers, and others to understand human trafficking and to be able to identify individuals who were enslaved here in San Diego County.

Border Angels in 2007 on a two-week caravan through Arizona, New Mexico and Texas to advocate for a humane border policy.

We have identified and referred to law enforcement locations where women were held and prostituted against their will.

We have developed an agency with the strength and integrity to stand the test of time. We work every day to address discrimination, hatred, and injustice.

Estela De Los Rios, Executive Director

 

Estela De Los Rios

Estela De Los Rios serves as the Executive Director of the Center for Social Advocacy in San Diego. The Center for Social Advocacy advocates for fair housing and tenant/landlord mediation, and fights hate crimes, the civil rights violations experienced by newly arrived immigrants, human trafficking, youth alienation, and poverty. Ms. De Los Rios pursued and holds a B.S. degree in Sociology from San Diego State University.

Ms. De Los Rios is an advocate on behalf of those affected by fair housing, human trafficking and immigration. She has served as an international leader for JOB (Justice Overcoming Boundaries) and, for 3 years, held the position of Immigration Taskforce Chair. In this role, she helped organize the Gran Marcha in San Diego, 2006. For the past two years, Ms. De Los Rios has chaired the Immigrant Rights Consortium. She also chairs United for a Hate Free San Diego and the Hate Crime Coalition of San Diego County. In addition to combating hate motivated behavior, Estela is a trainer for the Anti-Defamation League of San Diego County's "Train the Trainers" program. Ms. De Los Rios serves on the Board of Directors for Borderlinks, an organization that focuses on issues of immigration, community formation, sustainable development, and social justice in the borderlands between Mexico, the U.S., and beyond, and Empower San Diego, which focuses on expanding traditional voter engagement efforts to foster real, democratic participation in San Diego.

Being an activist for 30 years, she has addressed social injustices. Estela firmly believes in courtesy and human rights for all people, regardless of their racial background, language, national origin, religious practice, sexual orientation, gender, age or disability. All people have the right to respect and dignity.
